R&D Internationalisation and the Global Financial Crisis

This paper asks if – and how – the global financial crisis of 2008/09 has affected overseas R&D activities of multinational enterprises (MNEs). Based on a data set of OECD countries, we find that the share of MNEs on total business R&D expenditure decreased for the first time since 2001 in many countries. Data for 2011 indicate that R&D internationalisation is picking up again, but has not yet reached pre-crisis levels. The impact of the crisis on foreign-owned firms may be explained by their higher export intensity, more demand-driven R&D, the concentration of MNE activity in R&D intensive manufacturing industries, and a smaller effect of public R&D support provided via stimulus packages after 2007. The crisis led to a modest re-location of MNE R&D activity from the European Union to emerging economies. The shares of the European Union on total overseas R&D activities of US firms indeed decreased between 2007 and 2011, while shares of emerging economies increased; however, in absolute terms, the gains of emerging economies only small and rather a continuation of a trend which started well before 2008

Der Austrian Startup Monitor 2018 ist der erste umfassende Bericht über den Status, die Perspektiven und das Umfeld österreichischer Startups. Ethnic Inventors: A Critical Survey of the Contribution of People of Middle Eastern Ethnic Backgrounds to the US Innovation System

While the contributions of immigrants from Chinese, Indian and Latin American backgrounds to the US innovation system have been well documented, little exists on the contribution of people from the Middle East and North Africa (MENA) to the US innovation system. This paper provides a critical survey of the extent people from the MENA region contribute to the US innovation system. Matching 2,500 MENA specific first names with patent documents from the World International Property Organization (WIPO), we provide evidence of the role this community plays in the US innovation system. We find that the share of inventors in total inventive activity with a MENA background has increased considerably in the last 20 years. They concentrate in California and tend to specialize in computers, communication and software, as well as in medical and veterinary sciences. They are also active in technology areas that are core competencies for their employers

Ex-post-Evaluierung der Pilotförderungaktion für Inkubatoren JumpStart Phase 1 und Phase 2

Start-up Inkubatoren bzw. Akzeleratoren nehmen am Innovationsstandort Österreich eine wachsende Rolle ein. Junge, dynamisch wachsende Unternehmen fragen zunehmend Arbeitsumgebungen nach, in denen sie Infrastruktur und Dienstleistungen aus einer Hand erhalten, um sich besser auf die Entwicklung des Unternehmens bzw. des Produkts fokussieren zu können. Obwohl es in Österreich bereits eine Reihe von Inkubatoren/Akzeleratoren gibt, so fehlen sehr oft die Mittel, um auch im internationalen Vergleich professionelle Dienstleistungen inkubierten Firmen anbieten zu können. Um diese Hindernisse zu überwinden, wurde im Jahr 2015 das Pilot-Programm "JumpStart" gestartet. Bisher wurden 2 Ausschreibungsrunden 2015/2016 für das Modul 1 erfolgreich abgeschlossen und die besten 10 Konzepte von Inkubatoren/Akzeleratoren ausgewählt und gefördert. Im Rahmen des Moduls 2 werden jeweils bis zu fünf Unternehmen, die in den unter Modul 1 geförderten Inkubatoren/Akzeleratoren betreut werden, für eine Förderung ausgewählt. Vor diesem Hintergrund untersucht diese Studie das Programmdesign, die Programmumsetzung sowie die Programmwirkung (Outputs, Outcomes und Impacts) des JumpStart-Programms. Darauf aufbauend werden Vorschläge für die Weiterentwicklung des Programms formuliert. Dazu wurden 25 Interviews mit den LeiterInnen der geförderten Inkubatoren, mit inkubierten Startups und weiteren Stakeholdern durchgeführt. Ferner wurde im Frühjahr 2021 eine Online-Befragung an Startups, die an JumpStart-Inkubatoren ansässig waren oder sind bzw. deren Dienstleistungen in Anspruch genommen haben, durchgeführt. Die Ergebnisse dieser Befragung werden mit Daten von Startups aus dem ASM (Kontrollgruppe) vergleichend analysiert
